Energy Engineering and Design, Inc. (EE&D, Inc.) was retained by DCAM for Facility assessment and renewable energy consulting services at Framingham State College in preparation for the development of a Performance Contract at the College under the DCAM Contract: DCP-0711-EX1.  Five tasks were identified in the scope of work provided in the RFP under Mass. State Project: FRC1001 ES1. The 5 tasks included in this scope of work are:

Task 1:  Existing Conditions Assessment.

Task 2:  Utility Analysis and Preliminary ECMs.

Task 3:  Boiler Plant Study.

Task 4:  Metering Evaluation.

Task 5: Assist in Request for Proposal Development.

The approach proposed by EE&D, Inc. was to provide DCAM and the Facility with an Initial Scoping Report to provide the opportunity to DCAM and the College to refine the scope based on initial findings of the audit team. That Scoping Report was provided on June 1st with a follow up addendum on June 21st.  Additionally, a Draft Boiler Study report was provided on July 26th.  Those reports along with other Facilities reports provided by Framingham State College are included as part of this comprehensive report.

This report addresses Tasks 1 through 4 and provides a compilation of the previous reports as well as reports on the facilities and the boiler plant previously provided by others.  The purpose of this report is to compile and provide baseline information for the potential development of a performance contracting project at the campus.

Framingham State University is located at 100 State Street in Framingham, Massachusetts.  Founded in 1839, the college is a private coeducational institution on a 50-acre campus.  Nearly 6,000 students are enrolled in the 25 undergraduate majors and 24 graduate programs offered.

EE&D, Inc has identified 24 separate buildings to be evaluated including 6 residence buildings.  Some of the buildings comprise multiple differently named facilities; the Athletic Center and Bookstore for example are both within the same building.
