Performance contracting is a method of purchasing new, energy efficient equipment and paying for it out of the energy savings generated by the new equipment. The Performance Contracting mechanism has been around in various forms for about 20 years. Many State and municipal governments have also started utilizing this mechanism as other funding sources become more limited and capital improvements become more necessary. The development and implementation of Energy Saving Performance Contracts (ESPCs) has evolved into a very complex process.
